A step cut is a graduated cut. A blunt cut would be no good for you. I would get a graduated cut in the back. It helps give you shape and with the flyaways and limp hair, use pureology root lifter and Halo's volume mousse. I use those two on my thinner haired clients! oops I almost forgot to tell you to use sebastian hairspray for the flyaways, its light so it won't weigh the hair down and its nonsticky!
